Levi is a member of the Uuwatashe-Greasy Mouth Clan and a child of the Biliikooshe- Whistling Water Clan. He is also a member of the Lodge Grass Night Hawks Society. Levi is the youngest son of Cedric and Audrey Black Eagle and was raised in the Grey Blanket are outside of Lodge Grass, Montana, where Levi graduated from high school and went on to obtain a Bachelor of Science in Political Science from Montana State University- Billings.

​Levi is currently serving his second four-year term as Secretary of the Crow Executive Branch. As Secretary, Levi is responsible for keeping records of all actions of the Crow Executive Branch and in accordance with the Crow Constitution. This includes but is not limited to: Reports to the Crow General Council, council and district records, facilitating all tribal elections and managing the Crow tribal LLC department. As Secretary, Levi is honored to fulfill this role and does so with the highest regard for this office. Levi is currently the Board chair of Awe Kualawaache Care Center, he also serves as Crow representative on the Billings Area Office-Indian Health Service Budget Formulation Committee, and as Crow Representative on the Montana Advisory Council on Indian Education (MACIE) board.

Levi is married to Brocade (Stops at Pretty Places) Black Eagle. From this union of 19 years, Levi and Brocade have three sons. In his free-time, Levi enjoys Mountain Ultra Running with his wife and sons, He also enjoys Crow Hot Dancing at Powwows, and Photography.
